Trying to learn Arcane (I deactivated back when fire was still the spec at the beginning of cata) I've been following the stickies, EJ, and such to try and get myself to good stat points. But while practicing on the dummy today I found myself doing 13k during burn phase with cooldowns and I can't help but feel that's a bit low even though I still have a decent amount of replacing to do.
What am I doing wrong? Whether it's gear, spec, rotation wise.
My rotation for burn phase is:
AB > Mana gem > Mirror Image + Arcane Power > AB spam til 35%
And during conserve phase I'm only pulling around 9-10k and my rotation for that is:
AB (3-4 until missiles) > Missiles with a flame orb thrown in there.
I feel like I should be pulling higher numbers, so any help would be awesome. If it's really just enchants I can get on those right away, was just trying to save money til I got more worthy pieces of gear besides these blues.

P.S. I've followed askmrrobot as far as reforging goes. And I think it says I still have some random gems in my chest and shoulder on armory but I replaced those with brilliants.

This is something that a lot of people get wrong. During the conserve phase, the number of ABs you cast is irrelevant. The only thing that matters is keeping your mana around 85-90%. The number of ABs you cast can vary a huge amount depending on clearcasting procs and what your current mana is.
As for other advice...
Dont forget to use your herbalism haste cooldown for your burn.
Replace the stopwatch with a soul casket or the moonwell chalice. The stopwatch has a horribly low proc chance.
Other than that... you look like you just need enchants, better gems, and some gear upgrades. Although a lot of the missing enchants and bad gems are in the gear you will probably be replacing pretty quickly.
I would also not depend on the dps numbers from a target dummy too seriously. You are missing a lot of buffs you would normally have in a raid or even a 5 man party which would greatly improve your dps.
The stat you need to work on, is also the most important stat: INT
How do your increase it?
1. Brilliant Inferno rubies. Socket bonus is irrelevant unless that amount of INT gain would be greater. For example, your clock, make BOTH stones brilliant inferno rubies to gain the +80 Int. The only exception is when the socket bonus IS +20 INT, then you can place the socket colour because it'll have 20 INT and then it works out to being +40 INT overall.
2. Increase your rep, specifically guardians oh hijal and therazane. They will give you the enchants for the hood and the shoulder gear. Again, massive INT gain.
3. I honestly don't know much about your professions, but I'm sure there is something specific to your maxed out alchemy that increases INT, and it's unique to having maxed out alchemy. You'll gain +60 Int. Also, this may be painful, but consider dropping herbalism and maxing out a second crafting profession. That second maxed out crafting profession will give you another +60 INT (+61 if it's JC).
Your mana pool will then increase from around 75k to around 95k, and there will be a major DPS increase.

As others have mentioned some gear fixes, I'll try and offer somewhat helpful rotation advice:
Pre Fight
Cast PoM and remove the buff before pull
Food Buffs/Flasks
Pre Pot on countdown to pull
Burn Phase
AB x2,3 or 4 (need to burn enough mana to not waste Mana Gem
Mana Gem
CD's
AB spam til approx 35% (Try downloading MageManaBar addon, give you some useful advice when it comes to burning and percentages (when to evo etc)
@35% or so, Evo back to full mana
Conserve Phase:
Continue using AB until you've dropped to about 85% mana, cast Flame Orb
Stagger AB/AM to maintain about 90% mana. How many you can cast is purely dependant on your gear and regen.
Do not wait for Evo to come back up before you burn again, begin with 20-40 seconds left on the CD (again gear dependant).
Download Rawr (not a fan of MrRobot, personally) load your character, Go to Tools> Optimize. Select DPS rating and drag the slide all the way to the right for maximum accuracy.
Take the results and see how that does for you.
Don't be afraid of spending some gold to reforge, enchant and buy Brilliant Gems.
Get yourself into some dungeons and run the Molten Front Dailies.
If you have the option, try to purchase some BoE's from the AH/trade. (VP bracers are down to 1.5k or less for example)
