Arcane Haste Cap?

Okay, so I've done a bit of reading up on the forums, and I know that Arcane (without the T11 set bonus) stat order currently goes as such:

Int > Hit to cap > Haste to soft cap > Mastery > Any more haste = Crit

With that in mind... I'm afraid I've forgotten the exact value for the Haste soft-cap. >_<

Is it 10% or 12.5%? (Assuming there are no raid buffs active) I need to know whether or not I'm reforging/regemming/reenchanting too little/too much into haste, and wanted to be absolutely sure.

1768 haste is not always gonna be possible, I went for mastery first. If you get AB to 1.0 sec with Hero up should be good to go.
Its 1665 (13%), assuming you have 5% haste buff in raids...The tooltip will read 1.01 sec cast time at 4 stacks of debuff with blood lust, but its more like 1.0009, so *really* close to 1sec. I know this because I did a LOT of trial and error with my guild shaman when I was reforging for a new piece.

That's going to change with tier 13, with the extra haste it gives, but for now, 1665.
