25% haste raid buffed is what you want.
you can use 5% totem/spriest/boomy buff, goblin racial, and even Dark Intent to get there.
2005 is for non-goblins with only totem
I don't really see how this number is so popular.
After screwing around with different sets of gear in rawr for a while I deteremined that 2005 haste is only optimal if you have no significant set bonuses at all, otherwise set bonuses will throw stat weighting out of whack a bit.
At least for me, with T12 4pc Rawr is telling me to stack as much haste as possible, most likely due to the increased HS procs devalueing crit.
When I swapped to T13 2pc Rawr wanted me to drop down to ~1600 haste, most likely to compensate for the extra haste from the set bonus.
To more directly answer your question though, the 2005 haste rating assumes you also have the 5% haste buff I'm pretty sure.

This is correct.
I simmed out my current build vs reforging everything humanly possible to crit (while keeping near 17% hit), and this build won...by about 250dps. So, it's not really as big of a deal as it's made out to be, but yeah maybe the T12 4pc has something to do with that.
