For frost I would go:
lvl 15 - Ice flows
lvl 30 - Ice Barrier
lvl 45 - Ice Ward
lvl 60 - Greater invisibility
lvl 75 - not sure of this one yet because I don't know if the arcane one can be put on multiple targets. The fact that I know living bomb can makes it the best one atm. So Living bomb.
lvl 90 - Invocation
for fire:
lvl 15 - Scorch
lvl 30 - Ice Barrier
lvl 45 - ice ward
lvl 60 - Greater invisibility
lvl 75 - Living bomb
lvl 90 - Invocation
for Arcane:
lvl 15 - ice flows
lvl 30: Ice barrier
lvl 45 - Ice ward
lvl 60 - Greater invisibility
lvl 75 - Arcane bomb (assuming spells still do 25% arcane damage, I would assume this bomb will do 25% more dmg?)
lvl 90 - Not sure about this one. How much mana will invocation restore is the question. If it's lke 50% than i'd take it if not than I'd go Rune of power.
my opinion after going through this:
for me there doesn't seem to be a HUGE difference in my choices per spec and doesn't seem to be setting up more diverse talent trees. Who on earth is going to choose say Blazing speed over icebarrier? and Incanter's shield is absolutly worthless unless people are attacking you and anyone with a brain wouldn't even attack you if you were 5% mana and put it up. Who would pick PoM over ice flowes? Maybe you see a whole lot of different options for this new talent tree idea, but I don't. I mean there's a couple options where there's some thought process between which ones but overall it doesn't seem like it. Anyway tell me if you agree or waht tree you would pick.
Arcane Bomb can indeed be put on multiple targets (without limit). However, which bomb is "best" doesn't depends solely on the number of targets you can put it on. For example, if you go by damage per execute time, Arcane Bomb maxes out at two targets, Living Bomb at three targets, and Frost Bomb never maxes out (unless there is a target cap, and we don't know what that is); at any number of targets greater than three, Frost Bomb has the highest DPET. It has the lowest total damage, but allows the most time to use other spells. So until we know how much damage those other spells do, and can also compare the time each bomb allows to use them, it's not really possible to determine which bomb is strongest in which situations.
Doesn't frost bomb have a CD? so how could it be up on multple targets?
Yep just checked before I posted and it's got a 12 second CD.
edit: and they have updated the damage it does.
arcane: 3k over 12 seconds, every time it does dmg it does 50% to targets within 10 yards
living bomb: 1.5k over 12 seconds, 1.5k to targets near it when it explodes.
the biggest debates for me right now are:
greater invisibilty vs cold snap (as frost)
RoF vs Ice ward (as any mage)
I mean cauterize is worthless up against these two skills.
Cauterize is far from worthless in a PvP situation; I would say it's potentially the strongest pvp talent for that tier.

Yes, but none of that changes what I posted.
Arcane Bomb damages one nearby target, Living Bomb damages up to two nearby targets, Frost Bomb damages all nearby targets.
Given a single cast, the bombs do equal damage to one target, equal damage to two targets (Arcane Bomb caps), Living and Frost do equal damage to three targets (Living caps), and Frost does more damage from four targets up. Arcane and Living can be put on additional targets, thus increasing their total damage dealt above Frost Bomb, but that's time that a Mage with Frost Bomb can spend casting other spells; you can't compare only the bomb damage.
A lot of the mage talents this time around take a great deal of skill to manage. Between Alter Time, Cauterize + Ice Block and Temporal Shield we will really see a difference between skilled mages and FoTM rerolls.
My picks would be:
Fire
PoM for PVE, Scorch for PVP
Temporal Shield (To cheese raid mechanics and Cauterize if the shield works with it :D)
Ring of Frost
Cauterize
No idea for the bomb tier tbh. I will have to use them for myself to determine which one I will use.
Invocation for PVE, Incanter's Shield for PVP
Frost, I will only ever PVP in this spec so these choices are for PVP
Scorch
Blazing Speed because it sounds fun or Temporal Shield (Again because of Cauterize and because you could potentially gain much more out of it than Barrier)
Ring of Frost for BGs, Frostjaw for Arena
Cauterize
See my Fire tree.
Incanter's Shield if Glyph of Evocation doesn't make it back (which it won't with Invocation in its current state) Invocation if it does and then I can say hello to the most OP self heal in the game :)
Arcane
Ice Flows
Temporal Shield
Ring of Frost
Cauterize
No idea
Invocation, hello infinite burn phase with +20% damage
yeah i like the idea of invocation.

I would take blazing speed but it only lasts 1.5 seconds. I really wish they would make that at least 4 seconds or play around with it more. I mena maybe something like 150% speed increase for 6 seconds but takes 100% physical dmg for 4 seconds after it's over. Because it's currently: cannot use unless you take a hit that does more than 2% of your hp, you then can run around for 150% speed increase for 1.5 seconds.
I was looking at paladin talents and they have HUGE speed boost choices. A spell that they can run around for 80% speed increase with a short CD. OR 10% speed increase ALL THE TIME + 10% speed increase for each point of holy power! WTF, so if they want to they can run around for 50% speed increase all the time if they don't burn there holy power...and we get 1.5 seconds?
oh my bad it's 70% and 40%. but still...
oh my bad it's 70% and 40%. but still...
The holy power one is actually up to a 60% permanent movement speed increase (that's gonna get changed/nerfed or else it will be the single most OP healer talent in the game) because the level 85 paladin ability lets them store up to 2 additional holy power.
PVP
ice flows
temporal shield.
RoF or Ice ward
Greater Invis
Bombs are stupid
probably incanter's, but rune sounds very interesting as well.
PVE.
ice flows
ice barrier
n/a
cauterize
bombs are stupid
rune
