You need to replace your helm -- spirit marks you as a noob. I know, I know, I have two caster characters wearing the helm because it was available cheaply, from a quest.

The other thing to get is the neck piece.

With those three things, you should be golden.
I started by buying all the non set pieces first such as back/neck/ring. Those should be your first 3 vp purchases.
And ideally use an alt to buy your main boots and wrists to get you started.

Cloak first since it's BiS. Other good items to buy are:

Ring
Amulet
Wand
Boots
Belt

I recommend skipping the helm. It's very expensive at 2200 valor points. And chances are fairly decent that if you run LFR every week you might get a tier helm which would be superior if it gives you a set bonus.

Just don't buy the trinket, it's trash and insignia/wotu drops like candy
