It's up to you. I levelled as Fire, but it's probably not optimal. If you're trying to set some sort of 1-85 record, you might be better with something other than Fire, but since you're by yourself most of the time when you're levelling, it's purely your choice.
Hell, my first character was a priest and I levelled as Holy almost to 60. Didn't mind, either. For some reason, I just liked Holy Smite. I wasn't in a rush to raid because I didn't know what a raid was... It wasn't until I tried a mage and was blown away by how fast he killed stuff (and travelled from place to place and never had to buy food) that I never looked back.

Actually, I find myself Qing for dungeons quite a bit, more so then soloing leveling considering you gain close to a level per dungeons. I think I may stick with fire for now..
Arcane is the better option for leveling. Based on pure killing ability, arcane blast is great. Once you get Slow, it's even better. Just be sure to glyph for Mage Armor and you'll be fine. Fire doesn't become really viable until you're at higher levels, and frost is bad to level with. Shatters on NPC's may be nice, and the freezing ability with your pet is nice, but arcane will have better consistency mob to mob.
