Let's assume with your stats, first arcane blast takes 1.9 seconds, and all you do is spam 10 in a row.

1.9 + 1.8 + 1.7 + 1.6 + 1.5(x6) = 16 seconds.

16 seconds to reach the reduced cd of 20 seconds seems pretty close to the 37 second cd you mention.
