[:1]So I me and my brother are trying to level frost, but talents are giving us a real problem. It seems like a lot of our talents, even the first tier ones are for skills we will not receive for quite a while. In particular is Shatter, what counts and what doesn't count as being frozen? and if anyone has a suggested build that would help a ton, everything I could find is outdated by a year or two.
"Frozen" targets are ones rooted down in ice by effects such as Improved Cone of Cold (a talent) and Frost Nova. Later in leveling you will get Deep Freeze which makes the target count as being frozen for its stun duration.
Also, once you get Ice Lance (I think its in the early 20's) you can use it right after a frostbolt while the target is frozen and both will get the effect of Shatter. That is called a Shatter Combo and it does A LOT of damage. Learn to use it.
